Sponge to Concrete: A Valley at the Mercy of Its Own Encroachments

The Kashmir Valley has always been known for its breathtaking landscapes, fertile fields, and a vast network of rivers, streams, wetlands, and lakes. These water bodies have sustained civilization in the Valley for centuries, supporting agriculture, providing drinking water, maintaining ecological balance, and protecting people from floods. Among them, the River Jhelum and its tributaries have been the lifelines of Kashmir’s economy and culture. However, the Valley is witnessing an alarming increase in flood-related disasters despite significant advancements in weather forecasting, disaster management, communication systems, and engineering.

Every year, as soon as heavy rainfall is predicted, government departments issue weather advisories urging people to remain alert, avoid low-lying areas, and prepare for possible flooding. Schools are often closed, emergency services are placed on high alert, and disaster response teams remain prepared. This raises an important question. If technology has advanced so much and weather forecasting has become highly accurate, why are floods becoming more destructive? The answer does not lie only in climate change. It also lies in human interference with nature. One of the most serious reasons is the large-scale encroachment upon rivers, streams, flood channels, wetlands, and other natural water bodies throughout Jammu and Kashmir.

Land settlement in Jammu and Kashmir was carried out nearly a century ago when natural drainage systems were largely intact. Rivers flowed freely within their natural channels, floodplains remained open, wetlands absorbed excess rainwater, and streams carried runoff without major obstruction. Heavy rainfall was not unknown even then. Nature has always experienced cycles of intense precipitation. Yet widespread urban flooding was comparatively rare because natural waterways performed their ecological functions efficiently. The riverbanks were respected. Flood channels remained unobstructed. Wetlands acted as giant natural reservoirs. Agricultural fields absorbed excess rainwater. The natural balance between land and water was maintained. People understood that rivers require space to flow safely. They generally avoided permanent construction within flood-prone areas.

Today, the situation is dramatically different. Population growth, rapid urbanization, commercial expansion, and weak enforcement of environmental laws have resulted in widespread encroachments upon rivers, nallahs, flood channels, wetlands, and lakes. Many people have extended private ownership into public waterways. Buildings, shops, boundary walls, roads, filling operations, and unauthorized constructions have gradually reduced the carrying capacity of rivers. In many places, streams that once carried rainwater freely have become narrow drains. Natural floodplains have disappeared. Wetlands have been converted into residential colonies. Riverbanks have been occupied by illegal constructions. Flood spill channels have been blocked. As a consequence, rainwater has nowhere to go. Instead of spreading safely across natural floodplains, water enters homes, markets, hospitals, roads, and schools.

Climate change undoubtedly plays an important role in increasing extreme weather events. Scientists across the world have warned that global warming is causing heavier rainfall, unpredictable weather patterns, melting glaciers, and increased flood risks. Kashmir is no exception. However, climate change alone cannot explain the scale of flooding witnessed in recent years. Nature delivers rainfall. Human beings create disasters by destroying natural drainage systems. When rivers are narrowed through encroachments, even moderate rainfall can produce severe flooding. When wetlands disappear, floodwaters lose their natural storage capacity. When stormwater drains are blocked, urban flooding becomes inevitable. Therefore, while climate change increases rainfall intensity, encroachments multiply the damage.

The River Jhelum is much more than a river. It is the backbone of Kashmir’s civilization. For centuries it has supported agriculture, trade, transportation, fisheries, tourism, and drinking water supplies. Historically, the river had sufficient width and connected floodplains that accommodated seasonal increases in water levels. Today, however, several stretches have witnessed continuous encroachments. Illegal filling, unauthorized construction, reduction in river width, dumping of debris, solid waste accumulation, and construction close to riverbanks all reduce the river’s carrying capacity. When heavy rainfall occurs, water rises rapidly because the river cannot discharge excess flow efficiently. While much attention is paid to the Jhelum, its tributaries and smaller streams also deserve equal concern. Numerous nallahs and local streams ultimately discharge into the Jhelum. If these channels are narrowed or blocked, rainwater accumulates upstream, causing localized flooding. Many of these streams have become victims of encroachment. Some have almost disappeared beneath roads and unauthorized buildings. Others have become dumping grounds for construction debris and municipal waste. Nature cannot function when its drainage arteries are blocked.

Kashmir once possessed extensive wetlands that functioned like giant natural sponges. These wetlands absorbed enormous quantities of rainwater during heavy precipitation and slowly released it afterwards. Unfortunately, many wetlands have shrunk considerably due to land filling, construction, pollution, and encroachment. Every acre of wetland lost increases flood vulnerability. Protecting wetlands is therefore not merely an environmental issue; it is an essential flood management strategy. Cities such as Srinagar have expanded rapidly. Unfortunately, urban growth has often taken place without adequate regard for natural drainage patterns. Residential colonies have emerged over former marshlands. Commercial complexes have occupied flood-prone areas. Road construction has altered natural water movement. Stormwater drainage systems frequently remain inadequate. Whenever heavy rainfall occurs, these weaknesses become painfully visible.

Long-term flood prevention requires restoration of natural waterways. No amount of emergency preparedness can permanently solve flooding if rivers remain encroached. Modern meteorology has made tremendous progress. Satellite technology, Doppler weather radars, numerical weather prediction models, real-time rainfall monitoring, and hydrological forecasting enable authorities to predict adverse weather with remarkable accuracy. The government deserves appreciation for issuing timely warnings. But forecasting alone cannot prevent floods. Forecasts only provide time for preparation. They cannot compensate for blocked rivers.

The Hon’ble High Court of Jammu & Kashmir and Ladakh has, from time to time, emphasized the need to remove encroachments from water bodies and protect environmentally sensitive areas. Judicial intervention reflects the seriousness of the issue. Court directions are issued in the larger public interest. They are intended not to inconvenience citizens but to safeguard lives, property, ecology, and future generations. Effective implementation of such directions requires coordinated action by government departments, local bodies, revenue authorities, irrigation and flood control agencies, municipal corporations, and the public. Governments alone cannot solve this problem. Every citizen has a role. Many encroachments originate from private actions. Individuals construct boundary walls extending into streams. Some dump debris into nallahs. Others fill wetlands to create building sites. Many believe that a small encroachment causes no harm. But thousands of small encroachments collectively become a major disaster. If citizens voluntarily remove illegal structures from water bodies, enormous public resources can be saved. More importantly, human lives can be protected.

There exists a dangerous misconception that converting wetlands and riverbanks into commercial or residential property represents development. True development is sustainable. Development should improve human welfare without destroying natural systems. Encroaching upon rivers merely transfers environmental costs to future generations. Floods, property loss, infrastructure damage, loss of agricultural land, economic disruption—these costs far exceed the short-term gains from illegal occupation. Floods impose enormous financial burdens. Roads require reconstruction. Bridges suffer damage. Schools close. Businesses remain shut. Agricultural fields are destroyed. Fruit orchards suffer losses. Tourism declines. Government expenditure on relief and rehabilitation increases significantly. Insurance claims multiply. Families lose lifelong savings. Preventing floods through river restoration is far less expensive than repeatedly paying for disaster recovery. Encroachments also damage biodiversity. Wetlands provide habitat for migratory birds. Rivers support aquatic life. Natural vegetation stabilizes riverbanks. When these ecosystems are disturbed, wildlife declines. Water quality deteriorates. Fish populations decrease. Ecological balance suffers. Environmental degradation eventually affects human health and livelihoods.

Several countries have successfully restored rivers by removing encroachments. Floodplains have been reopened. Wetlands restored. Illegal structures relocated. Riverbanks landscaped. Public parks developed. These initiatives have reduced flooding while improving urban environments. Kashmir can adopt similar approaches suited to local geographical and social conditions. Existing environmental and land laws must be implemented consistently. Illegal construction should be identified promptly. Regular surveys using modern technology can detect fresh encroachments. Strict penalties should discourage violations. However, enforcement must remain transparent, fair, and humane. Where genuine hardship exists, rehabilitation measures may be considered in accordance with law.

Local communities should become partners in river conservation. Village committees, urban residents’ associations, educational institutions, religious organizations, environmental groups, and youth volunteers can all contribute through awareness campaigns, cleanliness drives, plantation programmes, and monitoring of local water bodies. Public ownership of environmental protection creates lasting change. Schools and colleges should include environmental education emphasizing local ecosystems. Students should understand the importance of rivers, wetlands, forests, and biodiversity. Field visits, river cleaning campaigns, environmental clubs, tree plantation, and research projects cultivate responsible future citizens. Future development projects should be based upon scientific assessments. Hydrological studies, environmental impact assessments, floodplain mapping, climate resilience planning, and integrated watershed management should guide policy. No construction should be permitted without considering natural drainage. Science must guide policy.

Technology offers valuable tools. Satellite imagery, drone surveys, GIS mapping, digital land records, remote sensing, and artificial intelligence can identify encroachments, monitor river health, and improve flood forecasting. Technology should strengthen environmental governance rather than merely document disasters after they occur. The greatest challenge is not engineering but attitude. People often expect government agencies to solve every environmental problem. Yet many problems begin with individual actions. Throwing waste into streams, filling wetlands, constructing illegally near rivers, and ignoring environmental laws all contribute to the crisis. Every citizen should ask whether personal convenience justifies public risk. Respect for nature begins with personal responsibility.

The media performs an essential public service. Newspapers, television channels, radio stations, and digital platforms should continue highlighting environmental issues. Investigative journalism can expose illegal encroachments. Editorial campaigns can educate the public. Balanced reporting encourages accountability while promoting constructive solutions. Flood prevention cannot be achieved by one department alone. Revenue authorities, municipal bodies, irrigation and Flood Control Department, Pollution Control Committee, urban development agencies, Forest Department, Disaster Management Authority, police, and civil society must coordinate efforts. Fragmented action cannot address an interconnected environmental challenge.

The Kashmir Valley possesses extraordinary natural wealth. Its rivers, lakes, wetlands, springs, and forests represent priceless ecological assets. Protecting them is not merely an environmental obligation but an investment in public safety, economic stability, and future prosperity. River restoration should become a people’s movement. Encroachment removal should not be viewed as punishment but as protection. Environmental conservation should become a shared civic duty. The future requires determined action. Complete identification of encroachments on rivers, streams, and wetlands, strict implementation of court directions, scientific restoration of natural drainage systems, protection of floodplains, strengthening environmental laws, greater public awareness, community participation, transparent governance, use of modern technology, and long-term ecological planning can significantly reduce flood risks.

The increasing frequency of flood warnings in Jammu and Kashmir is a reminder that nature cannot be ignored indefinitely. While advances in meteorology and disaster management have undoubtedly improved preparedness, they cannot replace the protective role of healthy rivers, wetlands, and natural drainage systems. The River Jhelum and its tributaries have sustained Kashmir for centuries. They deserve respect, protection, and restoration. Every encroachment upon a riverbank or wetland reduces nature’s capacity to safeguard human life. Every blocked stream increases the likelihood of flooding. Every illegal construction within a floodplain adds to the vulnerability of society. The Hon’ble High Court’s directions regarding the removal of encroachments from water bodies deserve sincere implementation. Equally important is voluntary public cooperation. Environmental protection cannot succeed through government action alone. It requires responsible citizenship. The choice before us is clear. We can continue allowing encroachments until floods become increasingly destructive, or we can restore our rivers and reclaim the natural flood protection that Kashmir once enjoyed. The Valley’s rivers do not ask for much. They simply need the space to flow as nature intended.
