As per available information, no organization has claimed responsibility for the shooting, and the precise details of the incident remain unclear.

Burhan was reportedly involved in planning and logistical support for the Pulwama attack, which stands as one of the deadliest assaults on security forces in recent memory. The February 2019 attack on a CRPF convoy along the Jammu–Srinagar highway claimed the lives of more than 40 personnel. The Pakistan-based terrorist group Jaish-e-Mohammed (JeM) claimed responsibility for the attack.

According to reports, the shooting occurred in Muzaffarabad, where unknown assailants opened fire before fleeing the scene. Pakistani authorities have not released detailed information immediately following the incident, and investigations are expected to continue.

The killing is part of a pattern of reported attacks in recent years targeting terrorists and individuals linked to terror activities in Pakistan and Pakistan-occupied Kashmir. However, no official confirmation has tied this incident to any broader operation or trend.
