The Jammu and Kashmir administration on Wednesday ordered a major reshuffle of the bureaucracy, transferring and posting over 170 Jammu and Kashmir Administrative Service (JKAS) officers across departments with immediate effect.
According to Government Order No. 855-JK(GAD) of 2026 issued by the General Administration Department, the changes were carried out in the interest of administration to strengthen governance and improve efficiency.
Several senior officers have been assigned key positions. Asif Hamid Khan has been posted as Secretary, Jal Shakti Department, while Smita Sethi has been appointed Managing Director of the J&K Housing Board. Manzoor Ahmad Qadri has been named Managing Director of the J&K Financial Corporation and Mohammad Rafi posted as Director General, Libraries.
Shahbaz Ahmad Mirza has been appointed Member of the J&K Special Tribunal, while Rubina Kousar will serve as Mission Director, ICPS/Vatsalya. Mushtaq Ahmad has been posted as Director, Estates Jammu, and Mukhtar Ahmed Chowdhary has been placed awaiting adjustment in the General Administration Department.
Among other key postings, Mohammad Shahid Saleem Dar has been given charge of Managing Director, SIDCO, with additional charge of SICOP, while Mufti M. Farid-ud-Din has been appointed Director of SKICC.
Asif Hamid Khan, formerly Member of the J&K Special Tribunal, has been appointed as Secretary in the Jal Shakti Department.
Smita Sethi, Commissioner of the Food and Drug Administration, will now take over as Managing Director of the J&K Housing Board.
Manzoor Ahmad Qadri, Vice-Chairman of the Lakes, Conservation and Management Authority, has been transferred as Managing Director of the J&K Financial Corporation.
Mohammad Rafi, Vice-Chairman of the Srinagar Development Authority (SDA), is now the Director General of Libraries, J&K.
In a related move, Mr. Shahbaz Ahmad Mirza, outgoing MD of the J&K Housing Board, has been posted as Member of the J&K Special Tribunal.
Mushtaq Ahmad, Additional Commissioner in the office of the Divisional Commissioner, Jammu, has been appointed as Director of Estates, Jammu.
Mohammad Shahid Saleem Dar, Director of Hospitality and Protocol, has been posted as Managing Director of SIDCO, with additional charge of Managing Director, SICOP.
Nagendra Singh Jamwal, Special Secretary in the office of the Chief Secretary, has been appointed as Director of Floriculture, Jammu.
Pawan Kumar Sharma, Managing Director of J&K Minerals Limited, has been transferred as Director of Geology and Mining.
Shabir Hussain Bhat, Director of Rural Development, Kashmir, will take over as Vice Chairman of the Srinagar Development Authority (SDA).
Rakesh Kumar has been posted as Member of the J&K Services Selection Board.
Pardeep Singh, MD of SIDCO, has been shifted as Managing Director of the J&K Handloom and Handicrafts Development Corporation.
Nawab Din, Custodian General, has been posted as Special Secretary in the ARI and Trainings Department.
Tassaduq Hussain Mir has been appointed as the new Custodian General, J&K.
Subash Chander Chhibber, previously awaiting adjustment, has been posted as Special Secretary in the General Administration Department.
Raj Kumar Katoch has been moved as Special Secretary in the Planning, Development and Monitoring Department.
Rifat Kohli, also awaiting orders, has been posted as Special Secretary in the Housing and Urban Development Department.
Dr. Ravi Shanker Sharma has been transferred from the Disaster Management Department to the Agriculture Production Department as Special Secretary.
Khurshid Ahmad Sanai, Additional Secretary in the Social Welfare Department, is now Secretary of the J&K Services Selection Board.
Gulzar Ahmad Bhat, Member of the Services Selection Board, has been posted as Administrator of Associated Hospitals, Srinagar.
