The Jammu and Kashmir Anti-Corruption Bureau (ACB) has registered a case of disproportionate assets against Riyaz Ahmad Parray, a retired Superintending Engineer of PWD (R&B) and a resident of Hygam, Baramulla.
The case, registered under FIR No. 01/2025 at PS ACB Baramulla under sections 13(1)(b) and 13(2) of the Prevention of Corruption Act, 1988 (as amended in 2018), follows an investigation into allegations that Parray amassed wealth beyond his known sources of income during his service tenure.
The investigation revealed that Parray owned immovable and movable properties across Jammu, Srinagar, Delhi, and Hygam. He also made significant investments and expenditures inconsistent with his declared income.
Properties linked to him include: 3BHK flat at Greater Kailash, Jammu, 3BHK flat in Chhatarpur Enclave Phase 2, Delhi, Houses at Residency Road, Jammu; Hygam, Sopore; and a palatial house in Bagh-e-Mehtab, Srinagar, shopping complex and four shops in Hygam, Sopore, several parcels of land, including 2 kanals at National Highway Baramulla and 17 kanals in Dodan, Hygam.
Additionally, Parray owns luxury vehicles such as a Tata Safari and Hyundai i10, financial assets including fixed deposits worth ₹88 lakh, and insurance policies amounting to ₹45 lakh.
Searches were conducted at multiple locations within and outside Jammu and Kashmir, including Delhi and Jammu, under warrants issued by the Hon’ble Court. Incriminating documents related to property acquisition were recovered and seized during the operation.
The ACB stated that the accused enriched himself illicitly during his service, with expenditures and assets far exceeding his known sources of income. The investigation into the case is ongoing, with further revelations expected in the coming days.
